The EE Component Design and Release Engineer is responsible for EE component design, development, packaging, testing, calibration, and releasing. The EE Component Design and Release Engineer will interface with systems group to define vehicle level functional specifications. Responsibilities include but not limited to:
• Develop component level specifications.
• Participate in Product Assurance Planning (Program Management).
• Manage the supplier of the components; and component DFMEA (Design Failure Mode Effects Analysis), DVRR (Design Validation and Reliability Report), and Timing Proactive Quality Plan.
• Participate in Reactive Quality Problem Solving and will be supporting Supplier Quality during Process Sign-off (PS) and PFMEA reviews (Process Failure Mode Effects Analysis).
• Responsible for releasing components via Change Management System (CN's) and will interface with EMEA, APAC and LATAM counterparts on global commonality.
• Bachelor of Science in Electrical or Computer Engineering or Computer Science (or equivalent) from an ABET accredited university.
• 3+ years of electronic ECU development and releasing experience.
• Full understanding of automotive electronic ECU development process.
• Experience managing or developing embedded software.
• Strong leadership skills (prepared to lead a supplier team).
• Will be traveling to Mexico (supplier plant), and the organizations assembly plants.
• Master of Science degree in Mechanical or Electrical Engineering from an ABET accredited university.
• Experience managing suppliers and/or engineers.
• Proficient in LabVIEW, Teststand, Veristand, CAPL
• Familiar with Audio or Sound System Exp.
• Familiar with cryptographic principals.
• Familiar with Ethernet and CAN/CAN-FD protocols.

Under general direction, directs, manages, and coordinates the development and implementation of robust and best project risk management practice, tools and appropriate software models, vision, strategy, policies, processes, and procedures for all Sound Transit capital programs; manages, coaches, and develops a formalized project risk assessment, risk mitigation, and risk management process and systems that support the Agency’s capital program objectives and which delivers best practice results, added value, and continuous improvements; coordinates value engineering activities and workshops; ensures application of inter-agency lessons learned program; updates, maintains, and manages project risk registers to reflect current risk conditions; prepares materials for Federal Transit Administration (FTA) for the New Starts reporting process, including periodic in-depth analysis and reporting in the Agency Progress Report (APR), and at quarterly FTA meetings; manages consultants and consultant contracts relating to risk assessments and value engineering; and provides highly responsible and complex administrative support to the Project Controls Director of Scheduling, Estimating, Risk, & VE, and the Deputy Executive Director of Project Control & VE.
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Direct, manage, and coordinate the development and implementation of robust and best practice for a comprehensive risk management plan that clearly defines roles and responsibilities for all ST capital projects; establish methodology on how the Agency will identify and quantify project risks; implement and track risk response activities, and monitor and control risks throughout the life of the program; conduct project risk analysis and risk mitigation, baseline cost, and schedule contingency analysis using risk simulation and modeling tools such as Primavera Risk Analysis, @Risk, Crystal Ball, and Acumen Fuse Risk.
• Provide independent assessments and reports to management; provide well-written reports of risk analysis results for review by management; and ensure publication and distribute final risk assessment reports to management and third party stakeholders.
• Manage, coach, and develop agency staff and coordinate work activities and work products of assigned staff, consultants, and contractors; and provide training and technical expertise and assistance as needed on policies and procedures related to area of assignment.
• Lead, supervise, and coordinate with Value Engineering (VE) study and Program Manager using a multi-disciplined team from the Agency and consultants to develop recommendations for important design decisions with the primary objective of value improvement and cost savings and understand and report on the additional risk to cost and schedule that these changes may create.
• Regularly reassess contract and program contingency reserves for potential claims and unknown risks, incorporating information related to risks identified and quantified through its risk assessment processes; regularly integrate estimates for capital, support costs, and contingency reserves into a program-wide report; submit monthly and quarterly status reports to the Division Director and management; and ensure that reports to the FTA and other stakeholders reflect current data and provides an accurate representative of the program’s status..
• Provide support in managing consultant contracts relating to risk management and value engineering, including scope development, negotiations, facilitation, and report development and presentation.
• Supervises the preparation, update, and maintenance of all the project risk registers to reflect current risk conditions and provide monthly and quarterly reports to management, FTA, and other stakeholders.
• Participate in the FTA monthly and quarterly meetings and present progress reporting relating to risk assessment program.
• Support Federal and/or State reviews of project scope, schedule, and budget; serves as Agency’s main point of contact and facilitate review process to ensure success; produce status reports as required; serve as liaison with other programs, divisions, or outside agencies as assigned; negotiate and resolve sensitive and controversial issues; and perform other related duties as required and as assigned by the Project Control Director - Scheduling, Estimating, Risk & VE.
• Coordinates and attends meetings with design groups, cost consultants, third parties, ST construction management, consultant construction management, and contractors to determine scope and discuss costs for various projects and to resolve risk issues for proposed changes.
• Provide general cost estimating and schedule project control support for specific capital projects, as necessary.
• Provide strategic and operational information and reports to share with others as and when required, and ensure appropriate monitoring, reporting systems, and procedures are in place to meet objectives.
• Provide support to the department and others on matters as directed; serve as staff on a variety of committees as assigned; prepare and present staff reports and other necessary correspondence; attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporate new developments as appropriate; ensure processes, policies, and practices are interpreted and applied consistently and effectively; ensure accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

Education and Experience:
Bachelor’s Degree in engineering, architecture, construction management, or closely related field and eight years of experience administering and performing a formalized project risk assessment, risk mitigation, and risk management program including cost and schedule risk identification, tracking, and mitigation processes, preferably in a transit or transportation capital program environment; OR an equivalent combination of education and experience.
