Job Description:  


TSC is seeking a junior Software Developer/Software Engineer to contribute to a team developing advanced concepts for surface Navy radar and combat systems. TSC has assembled a well-knit team of senior and junior developers that performs systems engineering including design, development, and analytical evaluations of system performance, for sophisticated radar, communications and weapons systems. The position will focus on GUI development, analysis tools, and various kinds of automation (build, test, etc.) Other duties may include model integration and network programming. This role may include regular and frequent interaction with US Government customers and responsibilities will include both technical and operational tasks. This position will have significant interaction with other TSC radar system and modeling & simulation engineers as part of the job. This position can expect to be involved with Navy system test events. Expected travel will be to Navy facilities around the Washington, DC area. Farther travel is irregular. Position includes documentation and presentation responsibilities, including presentation to mixed audiences of technical, operational, and managerial staff. Strong written and oral communication will also be required for both daily and presentation duties. Assigned tasking will be at both individual and team levels.

Duties and Responsibilities

  • Own responsibility for the success of technical customer-facing program objectives

  • Analyze operational problems and architect complex software systems that are robust to change in a research-based development environment to address their needs

  • Perform hands-on technical work including design and development of algorithmically complex software, performance profiling, optimization, and general troubleshooting for a variety of software stacks spanning from Java and Python to project-specific DSLs

  • Work with the software team lead to identify, plan, and execute the long-term engineering road map, including identifying and identify areas of risk and possible risk mitigation

You’ll Need to Have…



  • 5+ years of professional experience

  • BS in Electrical Engineering, Computer Engineering, Computer Science, or comparable

  • 3+ years of experience in RF digital signal processing using python and C++

  • Hands-on experience building RF-based applications including communication and/or measurement systems (such as time-of-arrival and frequency-of-arrival)

  • Strong understanding of RF physics and communications theory

  • Familiarity with software defined radio and software packages such as GNURadio

  • Experience building mission-critical software applications and CI/CD processes

  • A passion for writing clean code, scalable architectures, and test-driven development

  • Solid written and oral communication

  • A passion for completing a job well – Attention to detail

We’d Like to See…



  • MS degree in Electrical Engineering, Computer Engineering, Computer Science, or comparable

  • Familiarity with Ettus USRP radio hardware

  • Embedded or high-performance computing experience, especially using multithreaded parallelized algorithms, ARM processors, and SIMD instructions

  • Comfortable deploying software into a Docker and/or Kubernetes environment

  • Experience working with C++ build systems for reliable cross-platform software

  • Familiarity with embedded Linux development and support for Zynq platforms

CVP is seeking a Senior Software Engineer (Military Health) to provide engineering management and technical support services to the Defense Health Agency’s Electronic Health Record (EHR) systems and software, which are used to support the Department of Defense (DoD)’s medical operations at globally located facilities and deployed locations. Engineering Support Services help keep DoD’s EHR systems and software running seamlessly through their current sustainment lifecycle phase and during the transition to the next generation EHR systems and software. Engineering Support Services provide a comprehensive range of support to the Program Management Offices of DHA’s clinical and administrative product-lines, including: systems and software engineering, information assurance, architecture, configuration management support, requirements definition and derivation, subject matter expert (SME) advising, acquisition lifecycle efforts, systems integration support, deployment activities and other business, technical and administrative activities.


The Senior Software Engineer is a Client Service Delivery role with CVP working on an anticipated professional services contract at the Defense Health Agency. The Senior Software Engineer will work with an interdisciplinary team of CVP professionals (e.g., software engineers, systems engineers, system architects, database managers, project managers, project coordinators, business analysts, and clinical subject matter experts) and government program leaders and a diverse set of stakeholders. The Senior Software Engineer, as part of the CVP team, will deliver:



  • Develop software architecture documentation guidelines and templates for Program Management Office that are both prescriptive and descriptive. The architecture documentation should serve as a means of education, as a primary vehicle for communicating among the stakeholders, and as a basis for system analysis and design.

  • Develop procedures to assess software architecture documentation and institutionalize the same.

  • Provide guidance and recommendations on the use of software development best practices.

  • Effectively operate: mobile computing; software development software languages (such as Java, Java Script, .Net, C++, VB.NET, and VB6); design patterns, Unified Modeling Language (UML) and code refactoring; web-services and SOA development; software evaluation techniques such as Architecture Tradeoff Analysis Method (ATAM Evaluator); Software Code Quality Checking with tools such as Integrated Development Environment (IDE) plugsins, Fortify and CAST.

  • Ability to work effectively at the programming level of MUMPS and Cache is desirable.


Required Skills and Experience



  • Bachelor’s degree in computer science, information systems/software engineering, engineering, or other technical related discipline.

  • At least eight years of experience in a computer science, information systems, or software engineering position. Alternate qualifications include (a) advanced degree with six years of related experience, or (b) no degree is required with at least 12 years of related experience.

  • Experience with modifying and creating special purpose software and ensure systems efficiency and integrity.

  • Experience with analyzing systems requirements and design specifications.

  • Experience translating detailed systems designs into executable software.

  • Experience with the ability to code, test, debug, and refine software to produce the required product.

  • Experience preparing documentation, including project plans and software program documentation.


Desirable Skllls and Experience



  • Hands-on development experience with at least one language (Python, JavaScript, Bash a plus)

  • Hands-on Virtual Private Cloud, Networking (intra-VPC, VPN, CIDR, etc.), Security, Database selection and design, and associated cloud tasks

  • Hands-on experience developing build pipelines using Jenkins or equivalent tools

  • Excellent written and verbal client-facing communication skills

  • Applicants should have at least one Associate Level AWS Certification or at least be working towards one. All candidates are required to attain a certification soon after joining.

  • Experience developing applications in at least one language and/or

  • Experience with continuous integration/deployment/delivery approaches and tooling, including Jenkins, GitLab, GitHub or similar tools.

  • Experience with Linux systems

  • Experience with designing, building, deploying, and securing software architectures in Cloud computing environments, including AWS, Google Cloud and Microsoft Azure

  • Experience with virtualization/containerization using frameworks such as: Docker, Containers, Vagrant, Ansible or Terraform

  • Experience with scripting languages, including Shell, Perl or Python

  • Experience with hybrid architecture including at least one On-Prem to Cloud Platform migration.

  • Experience administering application servers, database servers, cloud computing artifacts and development integration tools

  • Experience with software development processes or Agile development, including Scrum, Kanban, rapid prototyping, or similar environment

  • Ability to architect and implement enterprise DevOps solutions across multiple cloud settings

  • Experience using containers and popular container orchestration systems like Kubernetes

  • Experience with Terraform, OpenShift, Docker-Swarm

  • Experience with designing and administering microservice architectures

  • Must be eligible to obtain Public Trust government security clearance
