Under the direction of the Property Supervisor, the General Manager II is responsible for the overall operation of an SRO/Senior or Family property for extremely and very low-income tenants, including formerly homeless and disabled adults. The General Manager II will oversee the day-to-day operations of the property. This includes maintaining a supportive environment for all residents, assuring the property’s sound fiscal management, up keeping a well-maintained building and grounds, managing the onsite staff and their duties, and interacting with and supervising vendors.


  • Manage the operations of the building which includes but is not limited to supervising and managing the Assistant Manager, Maintenance III, and vendor or temporary personnel by ensuring completion and quality of product provided.

  • Ensure all property staff at site adheres to the TNDC policies and procedures and respond to all resident requests or complaints in a timely, efficient and courteous manner.

  • Supervise and schedule routine and preventive maintenance and custodial work; complete regular follow up inspections on maintenance and custodial work.

  • Develop and maintain an emergency plan to respond promptly to site emergencies and complete an incident report and forward to Property Supervisor within 24 hours of emergency.

  • Attend and participate in professional activities, monthly community meetings, departmental meetings, organizations, regulatory agency meetings or inspections, as needed or requested.

  • Perform other activities or tasks not outlined above as assigned by Property Supervisor to ensure the viable operation of the property.

  • Maintain high level of occupancy for the program and project and ensure that all units are leased according to TNDC standards.

  • Actively market units in accordance with an approved marketing plan which considers all federal, state, local and regulatory requirements.

  • Maintain and adhere to Waiting List protocol in accordance to TNDC policy and procedures and applicable federal, state, local, and regulatory agencies.

  • Review all completed rental applications and leases for accuracy and completeness, and for conformance to TNDC’s Resident Selection Policy.

  • Conduct unit tours and applicant interviews which include income verification in accordance with TNDC’s Resident Selection Policy and program requirements.

  • Walk vacant units regularly when completed by maintenance personnel or vendors to ensure the units are ready; conduct property inspections daily to ensure the common areas, landscaping, laundry, etc. are in good condition.

  • Ensure timely completion of work orders and turnover of vacant units.

  • Adhere to all accounting and reporting procedures required by TNDC.

  • Monitor financial condition of building, including expenditures and participates in planning the building budget.

  • Review all delinquent accounts and resident receivables and determine necessary course of action to collect outstanding balances in consultation with the Property Supervisor.

  • Collect rents and other monies; ensure that all transactions are processed and inputted accurately and completely in OneSite; complete daily deposits of all monies collected.

  • Exercise common sense, good judgment, consistency and self-control in day-to-day contact with residents and prospective applicants and in other business-related matters.

  • Perform annual or more frequent inspections of units and follow up with housekeeping letters, preparation of work orders and maintenance charge-backs to residents.

  • Maintain amiable relationships with all residents, and adheres to Fair Housing, Equal Employment and Equal Housing Opportunity requirements.

  • Process, complete and maintain accurate resident files at move-in and at each recertification within established regulatory guidelines.

  • Ensure compliance with regulatory requirements, which includes posting all licenses, permits, notices and occupancy permits required by federal, state and local jurisdictions; and preparation and submittal of reports in an accurate and timely manner.

  • Responsible for HUD, Tax Credit and MOH program compliance.

  • Ensure consistent application of property rules and regulations, lease and lease addenda and documents and reports all violations.

  • Manage resident evictions in compliance with court order and directions from TNDC’s legal counsel and approved by the Property Supervisor.

  • Ability, sensitivity and willingness to work with a diverse, low-income, multi-ethnic population.

  • Sound judgment, excellent assessment, problem-solving and supervision skills.

  • Dependability, initiative and follow-through.

  • Effective writing, communication and organizational skills.

  • Ability to respond appropriately in pressure situations; possess an even temperament and strong "people" skills with a commitment to customer service.

  • Certified HUD or Tax Credit Specialist

  • Associate degree, certificate of completion from a trade school and/or three or more years of related experience and/or training or equivalent combination of education and experience

  • Minimum of 1 year of progressive operations and management experience

  • Minimum of 1 year of supervisory experience

  • Proficiency in Microsoft Word and Excel

  • Training and experience in multiple regulatory programs: HUD and Tax Credit programs.

  • Knowledge of residential property management, building systems and housing quality standards.

  • Strong organizational skills.

  • Familiarity with Tenderloin Neighborhood

  • Knowledge of homelessness and substance abuse issues

  • Demonstrated knowledge and understanding of budget management and facilities issues.

  • Experience with use of OneSite property management software or comparable property management software.

  • Knowledge and experience with TRACS software

Job Description:

• Our inspectors must be able to work independently, setting their own schedules while meeting the needs of our clients.


• Inspections are performed using our own custom database software (web-based) on a laptop or tablet. Field reports are automatically generated and emailed to the project site superintendent regarding relevant conditions of completed or the “in process” work of project subcontractors. Reports may also be reviewed by project managers, directors of construction, and legal counsel. On occasion, a special inspection may be performed and a field report may be prepared using a template in Adobe Acrobat, Microsoft Word or Excel.


• Site inspections require the ability to view all the pertinent areas of buildings under construction. Inspections may require, but are not limited to, walking, climbing scaffolding and tall ladders, and the ability to access and inspect roof areas.


• The inspector must be able to work constructively with the superintendent, trade workers, suppliers, manufacturers’ representatives, design professionals, and developer management to achieve the best possible field results.


• The inspector must be able to read, understand, and interpret architectural and engineering drawings and details of wood framed construction projects. The ability to review project drawings for missing or poor details of window installation, water intrusion, sound transmission, fire related issues, roof structures, and other high-risk areas is critical to the proper performance of the job.


• The inspector must be able to clearly communicate, in writing and verbally, with project team members and company management about relevant construction systems and processes.


• The inspector shall be knowledgeable of code requirements, regional trade practices, and manufacturers’ installation requirements for common materials. The inspector must be able to identify correct, or incorrect, installation methods in the field with special emphasis on the weather envelope. A clear understanding of the component products and installation of stucco, lath, windows, doors, decks/balconies, flashing, and roofs is essential.


Qualifications:

• Current ICC certification, or ability to obtain within 6 months of employment, as a residential building inspector (B1);


• 5 years of multifamily residential construction experience;


• Strong knowledge of the CRC 2013 and CBC 2013 & CBC 2016;


• Reliable transportation and acceptable driving record as this position requires daily travel to and from our client’s job sites.

This position will be responsible for performing inspections of fabricated units of manufactured buildings at the clients’ locations. Inspections will be performed throughout the state of Texas and surrounding area.   • Perform field audits and inspections within the client’s specified scope;

Qualifications:

Major Purpose


The Green Building Rater/ Inspector will work with single family and multifamily building projects from the design through construction stages. The consultant will liaison directly with the project team’s architects, engineers, and general contractors to ensure successful green building certification outcomes. Daily responsibilities will include both office based and field oriented review of plans and buildings under construction, and may include some existing building work.


Candidates must have excellent organization and task management skills and 3-5 years of related experience in the construction, design, engineering or building science fields. Candidates with skills in energy modeling (REM/Rate and/or eQuest), onsite verification, and/or plan reviews are preferred. The ideal candidate will already hold a HERS, LEED Green Rater, and/or NGBS Green Verifier credential, however training for these credentials would be provided for the right individual.


This position will be based around the DC Region. The candidate will work remotely and travel to job sites regularly. Pay is commensurate with skills, professional designations, and experience.


Principal Duties:



  • Plan review for compliance with various energy and green building certification programs


  • Perform site verification in accordance with applicable program guidelines (e.g. ENERGY STAR certification);


  • Performance testing using blower door, Duct Blaster™ and other equipment;


  • Perform energy modeling used to generate HERS ratings;


  • Perform energy model based on ASHRAE 90.1 guidelines;


  • Perform submittals to utility companies, state and federal agencies;


  • Timely submittal of reports, tracking, reporting and administrative communications as required.


  • Communicate effectively with project teams for new construction projects


  • Other duties as assigned.

Overview

Provide testing observation and inspection of shop and field welded and bolted assemblies on various projects.  Inspection of welded assemblies shall be conducted to the applicable codes and drawings as well as job specifications. Candidate shall be certified to conduct NDT II testing to include Dye Penetrant, Mag Particle, and Ultrasonic testing. He shall also become familiar with and certified in Special Inspections in accordance with the International Building Code and he shall perform these activities on an as required basis. The candidate will become familiar with Project Management tasks and may be required to function in the Project Manager role. Verbally communicate nonconforming items with the office, clients and the project superintendent immediately upon discovery.  Document nonconforming items on the deviation list.  Maintain professional demeanor and communication with the design and construction teams at all times.  The CWI will also be responsible for scheduling his inspection services, managing his hours and expenses efficiently.  The position of CWI is a traveling position with work being performed in both the local and the remote company projects.  Assignments will be made to projects on an as required basis.

  • Review the specifications and structural plans for sections applicable to our scope of work.
  • Review WPS requirements, Welder qualifications and weld procedures.
  • Perform tests, inspections and observations according to the requirements above.
  • Follow safety rules and practices and other safety requirements for all projects.

POSITION SUMMARY


The Building Inspector performs inspections of buildings and structures in all stages of construction and accurately documents the results. The Inspector also reviews building plans and specifications with applicable plumbing, electrical, mechanical, fire, energy standards and commercial codes.


POSITION RESPONSIBILITIES:


· Provide training to new and existing inspection staff to ensure uniform application of appropriate codes, rules, and regulations


· Perform on-site inspections for major commercial projects in various stages of construction or remodeling to assure compliance with approved plans, specifications, and applicable codes and regulations of the City, County, State, and Federal agencies


· Issue correction notices and notice of violations and monitor compliance with the corrective measures, complete and maintain a variety of records, reports, documents and correspondence, Inspect air conditioning, plumbing, mechanical and routine electrical systems. Assure proper and safe installations of routine and complex building systems


· Perform Plan Check reviews of construction drawings, basic calculations, reports and specifications for compliance with the applicable California Code of Regulations and prepare written responses as necessary


· Provide information by telephone, email and at the Public Counter in response to questions regarding building codes and ordinances, building permit application process and procedures,

QUALIFICATIONS:


· In-depth knowledge of General provisions of building codes and ordinances enforceable by the State, County, City and all applicable jurisdictions.


· Experience at a journey level in the building trades or building construction and/or experience as a Building Inspector with a local government agency.


· Knowledge of accepted safety standards and methods of building construction and the principles, practices and procedures in the construction trades.


· Experience with legal procedures involved in the enforcement of building codes and ordinances.


· Ability to read and interpret construction plans and specifications and to enforce their application,

DISTINGUISHING CHARACTERISTICS

Building Inspector I is the entry level class in the building inspection series. Initially under close supervision, incumbents work with the Building Permit Specialist on application/permit issuance, the Plans Examiner on plan review and also accompany a Building Inspector II on regular field inspections until such time as incumbents learn City policies and procedures and specific techniques and methods of building plan checking and inspection work. This class is alternately staffed with Building Inspector II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.

Building Inspector II is the journey level class of the building inspection series, fully competent and expected to perform combination inspections regulated by the California Building Standards for both residential and commercial building projects. Incumbents exercise independent judgment and make sound recommendations based on inspection findings. This class is distinguished from the Senior Building Inspector in that the latter is the lead/specialist class, which provides work direction and review and handles the more difficult inspection work.

Any combination of training and experience that provides the above listed knowledge, skills and abilities may be qualifying. A typical way of qualifying would be:

Building Inspector I: Equivalent to high school diploma and two (2) years of building trades experience. Building Inspector I must obtain an ICC Building Inspector certificate within six (6) months of appointment.

A valid California Class C driver's license.

Building Inspector II: In addition to the above, Building Inspector II requires possession of an ICC Building Inspector certificate at time of appointment and three (3) years of building inspection experience at a level equivalent to the City's Building Inspector I.

The Facility Quality Assurance Maintenance Inspector is responsible for assuring quality services and product by conducting in-process inspections and evaluating the finished product while on various job sites. This person will have commercial construction insight, a technical background and quality control experience with a hands-on mechanical background; especially with HVAC and commercial building equipment and systems. In addition, this person will be in charge of minor repair development, execution and verification, equipment validations, job plan creation, change form development and safety inspections.


Duties:


· Must be able to report to The Quality Control Manager and adhere to reporting daily inspections and findings.


· Must be able to navigate large outdoor sites and identify various types of equipment; up to 3,500 different pieces.


· Ability to visually and dimensionally inspect equipment characteristics.


· Completes inspection reports and related documents as required including findings, corrective actions and uploads that data into CMMS system (Maximo).


· Ability to follow written departmental processes.


· Oversee the adherence of all applicable regulations and procedures such a SOP’s and manufacturer recommendations.


· Skilled in using common inspection and measurement equipment (Height gauges, calipers, thread gauges, etc.)


· Ability to read and understand schematics.


· Determines quality and reliability standards by inspecting finished product of services.


· Identifies in-process service condition by collecting samples during and after service; conducting in-process inspections and physical tests.


· Determines acceptability of rework by conducting inspections and physical tests of reworked services.
